definition. breaking news. two kids hit by a car while out trick-or-treating with their parents. and the bad weather may have been a factor. good evening. i'm dana king. >> and i'm ken bastida. it happened on north dutton avenue at west eighth in santa rosa about 7:30 tonight. candy all over the intersection as you can see. we just talked with police and they tell us a ten-year-old boy and a four-year-old girl were in the crosswalk with their parents tonight. the parents saw the car coming in the rain. they tried to get the kids out of the way but it was too late. those kids were hit. they are in the hospital tonight with non-life- threatening. the driver stopped and is cooperated. it's been raining most of the night all over the bay area. paul deanno tells us where it's coming down if hardest right now. >> right now, still north of the golden gate, not in santa rosa but closer to san francisco is where we're seeing the steadiest rainfall. there's a line working its way

through marin, south sonoma and also napa county. it has not stopped for petaluma, san rafael. we're looking at a lot of rainfall north of san francisco and oakland. lighter rainfall along 880. it's just now starting to rain in the south bay. we'll talk about how long this rain is going to last, coming up in the full forecast. before all the rain, it was one for the record books. more than a million people jammed san francisco for today's parade of champions. >> the giants themselves were just as elated as the fans. >> congratulations, san francisco! we couldn't have done it without you guys. >> there's one simple thing with this team. it hasn't been talked about enough. and it was sacrifice. >> it was great. it turns out the parade had to make a last-second detour. linda yee gives us a look at the day. linda? >> reporter: ken, it was

exactly seven nights ago tonight when the world series started. who would have thought that seven days later we'd be celebrating a championship parade? we did and it was some party. a million fans and their heroes. >> it's great for me to be able to contribute and be a part of something so special. >> we're so, so fortunate to have these fans. they're the best! >> i still can't believe it. >> reporter: no one wants to wake up from their dream season. >> it's something we'll never forget. >> reporter: there was the wild sergio romo. >> he's running away! >> reporter: and there was a slight bungle at the start. fans watched helplessly as the parade started two blocks up. after waiting for hours, we got nothing. >> come on! the giants can do better than that. >> it's right here. >> reporter: the giants noticed.

a quick maneuver, a u-turn back saved the day. the party really got going when the boys hit city hall. >> ladies and gentlemen, this is how we get pumped up. ♪[ music ] >> reporter: well, the party is over and all that's left now is cleanup. >> wow. >> reporter: well, a million and a half feel certainly left a lot of garbage. but it's all cleaned up now. also, those fans took public transportation. bart is recording record-high ridership, 538,000 people took bart today. that was more than what

happened two years ago when the giants had their first championship. live in san francisco, linda yee, cbs 5. a man who vandalized a muni bus the night the giants won the world series is behind bars, arrested after his face was plastered all over facebook. and now there are two other guys police want to catch. take a look. this suspect is seen tossing something burning into the window of the bus. the second suspect is doing the same thing. san francisco police chief says his department is not taking this lightly. >> we will identify you. we will arrest you. we will prosecute you. and you're going to pay for it. so don't go there. >> chief suhr says he is hoping the same efforts that helped catch gregory graniss for smashing the bus will help track down the other two. and he says the streets of san francisco will see extra police tonight as people celebrate

halloween. across the bay, two guys with a gun robbed a couple out for a walk. that's bad enough. but then, cbs 5 reporter christin ayers tells us the thugs went after the couple's dog. >> my dog is my best friend. >> reporter: his walking buddy. last night, he and his girlfriend were taking his rottweiler for a stroll, when he suddenly found himself staring down the barrel of a gun. >> he asked me to empty my pocket. i tried to empty my pockets and my dog started to growl. >> reporter: when they turned to leave, coffee followed them, and one of the thieves retaliated. >> so he took out the gun and aimed at my dog's head and took a shot at my dog. he went right down and he started whining. >> reporter: by the time police arrived, the dog was no longer whining. >> he was bleeding a lot. he was coughing up blood.

>> reporter: his eyes shut. his body weak. >> so i kept saying, you wanna go for a walk? and then he -- he got up and he stood up and just tried to look out the window. >> doctors say coffee was lucky that the bullet went in just below his eye and trailed all the way down to his jaw line, where it came to rest. they say if the bullet had gone in just two inches higher, it would have pierced his brain. >> his injuries should heal up in the next eight weeks. >> reporter: doctors removed part of the bullet and put a steel plate in his jaw. though he may never see in his left eye gun, it's a scar they can accept, knowing the dog will live himself. >> at least two other people were shot in oakland over the last 24 hours. both victims survived but no one has been arrested. it is halloween but not in new jersey.

governor chris christie postponed it because of superstorm sandy. here's the latest. more than 6,000 households in the new york area are still without power. hundreds of patients at bellevue hospital had to be evacuated when the backup generators ran out of fuel. in new jersey, at least 6,000 people are still in shelter. today president obama got a first hand look at the damage with governor christie. >> i've instituted a 15 minute rule with my team. you return everybody's phone calls within 15 minutes. if they need something, we figure out a way to say yes. >> i cannot thank the president enough for his personal concern and compassion for our state and for the people of our state. >> prior to the storm christie, the republican had been a fierce critic of the president. today christie said that he and the president are both big boys, and when it comes to

getting something done, he doesn't care what party he's in. cbs 5 reporter joe vasquez. >> reporter: this is one of the hardest hit shore communities, world famous town, largely because of mtv's jersey shore. snooki and her friends spent several summers on tv here. the ferris wheel and many of the other parts of the amusement park were taken down by sandy. but get this. the house that snooki built, the police chief says it is still standing. >> that doesn't really matter much to the people down here. that sort of puts you into a tough spot. >> reporter: right now, police are not letting anyone in, except for emergency personnel and work crews. they say it could be friday

before residents can get a firsthand look at their property. until then, much of the jersey shore is living its own nightmarish reality show, picking up the mess from sandy. well, the airlinings have resumed some service in and out of the northeast finally. the first flights landed in the bay area just a few hours ago. cbs 5 reporter mark sayre on the people happy to be home. >> reporter: a united flight from new york's john f. kennedy airport was one of the first to arrive in the bay area. stranded bay area-bound travelers say the past few days have been quite stressful. >> i was staying at a hotel. they took very good care of us until the power went out. >> no cell phones. you couldn't call anyone. a bit crazy. >> it was terrifying. we have a niece who works on wall street. she takes the staten island ferry. there's no dock anymore. >> reporter: while both kennedy

and newark airports resumed some operations today, laguardia remains closed due to heavy flooding. >> i was supposed to come home sunday night and they cancelled my flight. this is the first flight i could get on. >> you landed in the bay area tonight. how did that feel? >> good. >> reporter: outbound flights to the new york area are once again departing from here in the bay area. i'm mark sayre, cbs 5. we call it the least expensive, most effective anti- theft device ever created. >> it would save taxpayers millions. so why isn't it being used in the bay area? i'm tired. i'm tired of obama and mitt romney. >> why the presidential election made this four-year- old girl cry. and what wearing too much makeup really does to a woman and we're not just talking about her skin. evidence that it can make you age faster.

it's the only broadcast radar in america the national weather service relies on. how much i for years now, we have told you about the rash of metal thefts and how much that ends up costing bay area cities and utilities. but there is dna-like technology that can catch a medal thief red-handed. cbs 5 reporter elizabeth cook shows us how it works and asks the question, why isn't anyone using it here? >> reporter: brazen thieves crashed a truck through a fence to get to a spool of copper wire in this pg&e yard.

>> we had almost 5.2 million in copper theft over the last six years. >> reporter: in vallejo, criminals strip wiring from the electrical grid. >> over the last 18 months, we've had over 97 different locations where thieves have taken the electrical cables that power our street lights. >> reporter: that's on top of 300 places where they've stolen brass components from the water system. and across the bay area, they take metal from cemeteries, storm drains and automobiles. it's a problem not foreign to europe either, where thieves have hit hard at infrastructure. but the germans and others have found the answer to a huge problem may be a tiny dot. >> we call it the least expensive, most effective anti- theft device ever created.

>> reporter: an australian- based company paints microdots on metal. you magnify them to reveal a code number unique to that piece of metal, making it unmistakably traceable. >> utilities use this all the time. copper and wires are very valuable commodities and that commodity being resold is a highly stolen item. >> reporter: utilities, rail systems, car dealers. they're all using data dot or a similar technology. there have already been convictions based on this synthetic dna. in europe, that is, and elsewhere in the world. but not here. they say they can mark an entire utility substation for around $2500. and copper is just the beginning. they mark cargo, cars, cash and antiques, even oysters poached from farms in australia. >> we are looking into the details of that. >> reporter: we showed the technology to vallejo vpw chief

david. he's hopeful it can be a new weapon in his battle against criminals. >> we try to stay one step ahead of the thieves and look for alternative methods to protect our equipment. any sort of marking that we can put on our equipment is beneficial. >> it certainly sounds reasonable on its face. >> reporter: a pg&e spokesman joe moliko tell tells us the security team looks into all new technology. >> part of the problem with any new technology is getting the recyclers, who are who the criminals tend to go to, because it's the only way they can get cash, to buy into any new technologies. but this is certainly something we're looking at. >> and manufacturers are telling us insurance companies are now starting to give price breaks to customers who mark their property with the artificial dna. we are six days away from the election and for one four- year-old girl, it cannot come

for that rainfall. for the month of october, wrapping things up tonight, some of you were above normal, some of you below normal. concord and san francisco running above average, san jose and oakland, below average. the high-def doppler is working overtime. walnut creek all the way south to san ramon and dublin, you're seeing showers. in the south bay, we're seeing showers as far as south of sunnyvale, but you stayed dry for the trick-or-treating this evening. a cold front is going through the bay area. that's what's giving us the showers tonight. that's what will make things a little messy for the morning commute. but then by tomorrow afternoon, that moves out and something new moves in. this area of high pressure begins to build in tomorrow with some sunshine. we really get the sunshine and strong high pressure coming up
